gnome-panel-control software package provides command line utility to invoke GNOME panel run dialog/menu, you can install in your Ubuntu 17.04 (Zesty Zapus) by running the commands given below on the terminal,
$ sudo apt-get update $ sudo apt-get install gnome-panel-control
gnome-panel-control is installed in your system.
Make ensure the gnome-panel-control package were installed using the commands given below,
$ sudo dpkg-query -l | grep gnome-panel-control *
You will get with gnome-panel-control package name, version, architecture and description in a table
